He is almost right on all except for the surround speakers. They should always be placed on the side walls 6 feet off the ground or 3 feet above the listener and three feet in front of the listener. Your ears aren’t on the back of your head, right? So why should your speakers.

rear speakers should be at ear level WHILE STANDING. and front speakers should be at ear level WHILE SITTING. also front speakers should be at an angle as well and center speaker is the only speaker that should be placed facing directly straight. this video was ALMOST right. so yes rear surrounds should be higher for best effect.
